The district welcomed retirees to our annual retiree lunch this week. The group was updated with the latest news about our schools and had an opportunity to catch up with colleagues and friends over lunch.
Oak Harbor Elementary first graders had a wonderful time at Case Farm last week! They picked their own pumpkins, met some friendly farm animals, and enjoyed a beautiful fall day together. Thank you to Case Farm for hosting such a fun and educational trip!
Crescent Harbor Elementary experienced a "pink out" as staff came together to raise awareness for Breast Cancer.
Athletics Highlights
On October 16, OHHS Varsity Girls Volleyball team faced off against the Mt. Baker Mountaineers. The theme for the game was “Pink Out” in support of breast cancer awareness. The team fought hard, and with a comeback in the third set, they won the match 3-0. On October 27, they beat Squalicum Storm 3-1. Before the game, students and families celebrated Senior Night. Showcasing Macie Koelbl, Keira Newkirk, Danika Kloewer, Reagan Syring, Corrine Garingan, and team manager Izabella Herrera for their dedication to the team and their sport.
OHHS Varsity Girls Swim team went up against Mount Vernon for their last home meet of the season on October 23! The meet was in honor of the seniors on the team, Hailey Caceda, Avarie Snowberger, Taryn Lucero, Allena Locklear, Allie Sheppard, Lila Forbes, and exchange student Mako Sundana. These seniors have led their team with incredible determination with 5 wins so far this season!
Winter sports begin Monday, November 17th for Boys & Girls Basketball, Boys & Girls Wrestling, Girls Flag Football, and Boys Swim. Registration is now open through OHHS Athletic's sign up program "FinalForms".

Federal Government Shutdown Impact on Oak Harbor Public Schools

Oak Harbor High School Students Support Local Organizations
This week Oak Harbor High School Key Club filled three cars of food and gave $250 in Safeway & Saars gift cards benefiting the North Whidbey Help House and Ryan's House for Youth! Key Club and No Strangers Club members also recently provided blankets to the Help House.
Thank you to our community partner, the Oak Harbor Kiwanis Club, for providing dictionaries to our third grade students!
The Oak Harbor High School Choirs came together to perform a variety of unique music from around the world, at the annual “Horizons” Choir Concert on Thursday, October 16.
Allena Locklear a senior in the choir program said, “My favorite song we sang was ‘Travelers Hymn’ because it is talking about moving on and growing together – and as this being my last year, this song has a deep connection. I built great memories with these people in choir and I hope they continue to have the same experience I did.”
Kindergarten, TTK, and Ms. Gehrmann's classes at Broad View Elementary had a fun visit from the Oak Harbor Fire Department. Our local fire fighters know how to put the fun is safety education!
North Whidbey Middle School leadership students recently planned a Macho Volleyball match and a Students vs. Students basketball game and both were huge successes!

Congratulations to seniors Henry Schuller, John Totten, and Trevor Sadler! Henry captured 1st place in singles at the Northwest Conference 3A Sub-District meet, while John and Trevor teamed up to take 1st place in doubles!
As we reach Day 22 of the federal government shutdown, I want to provide an update on how recent federal actions may affect Oak Harbor Public Schools.
Federal Context During the shutdown, the U.S. Department of Education issued layoff notices to many staff within its Office of Elementary and Secondary Education (OESE), including those who manage the Federal Impact Aid program. This program provides essential funding to districts like ours that serve students connected to military families and other federal employers.
The layoffs, on top of the shutdown, may disrupt and further delay the processing and distribution of Impact Aid funds nationwide. These actions are part of broader reductions across the Department, including layoffs in the Office of Special Education Programs and the Office for Civil Rights. At this time, we have not received any indication that federal funds for these programs are at risk, but there could be potential short-term impacts to our schools if the shutdown continues.
What This Means for Oak Harbor Public Schools Oak Harbor Public Schools relies heavily on Federal Impact Aid to support teaching, staffing and student programs. Approximately, 9 percent of our overall budget comes from federal funding sources. It is still vitally important that all families complete these forms in a timely manner to ensure we receive this critical funding, despite the shut down. Please take a few moments to complete your form in ParentSquare, if you have not already. More information can be found on our website.
We also have two major school construction projects funded by the Department of Defense, both of which continue to move forward as planned for now. At this time, we have not received notice of any suspension or cancellation of federal payments, and our federal grant systems remain active. However, with reduced staffing at the federal level, we are preparing for possible delays or interruptions in processing, oversight, and reporting.
Our Commitment Oak Harbor Public Schools in partnership with Washington’s Office of Superintendent of Public Instruction (OSPI) continues to uphold strong civil-rights and special-education protections that extend beyond federal requirements. Locally, we remain unwavering in our commitment to serve every student.

Spook Harbor Trunk or Treat
We are looking forward to a fun night for families at our second annual Spook Harbor Trunk or Treat event on Saturday, Oct. 25 from 4-6 p.m.
You can help make this community event a sweet success by donating candy at any of our school offices, the district office or at the Oak Harbor Chamber of Commerce. Each location has its very own Candy Monster waiting to be fed. The more candy they eat, the more smiles we’ll see on Trunk or Treat night!
We are also still seeking volunteers to help with the event.
Taproot Theatre visited Olympic View Elementary this week with a paws-itively awesome performance! Students enjoyed Pet School, where Biscuit the pup learns to help their human friend Corey deal with bullying at the bus stop. With heart, humor, and a few clever tricks, Biscuit shows us all how to be upstanders!
To celebrate Oak Harbor Elementary School's Kindness character trait of the month, Ms. Hyneck’s amazing 4th graders wore yellow to show their bright and caring hearts!
And OHE's TTK students had a blast exploring movement and teamwork with colorful parachutes in P.E.
Students in Ms. Jenkins' reading class at North Whidbey Middle School made caramel apples after studying vocabulary and summary skills by reading recipes.

Congratulations to the Girls Cross Country Team for their first-place finish at the Mountain Loop Invitational this past Saturday! Team members include Grace McGrath, Liah Ramos, Susie Diamond, Kenna Zwak, Adele Wood, Annalise Wesley, and Ellie Thompson.

Student safety is our top priority and we regularly look for opportunities to engage families, students, and staff in safety topics.
Our district uses The “I Love U Guys” Foundation’s Standard Response Protocol (SRP) to help ensure a common, easy-to-understand approach to school safety.
The SRP is based on clear, simple actions that students and staff practice throughout the year:
Each action uses plain language so everyone knows what to do during an emergency—whether it’s a medical situation, severe weather, or a security concern. By using the same language and procedures districtwide, we can respond quickly, communicate clearly, and keep students safe.
Schools across the district have also onboarded a new door-locking system and related procedures, with the exception of Crescent Harbor Elementary and Hand-in-Hand/HomeConnection schools, who will be receiving this safety enhancement in their new school buildings.
Our new visitor management system allows us to electronically screen visitors, contractors, and volunteers coming into our schools. All visitors are asked during regular school hours to present a form of identification to enter school grounds or to check a student out of a school site.

#OneOakHarbor Community Celebrates Homecoming
Friday, October 3, the annual Homecoming tailgate event was held in the OHHS bus loop. People from the community and students gathered to eat food, play games and hang out before a fun night of Wildcat football. There was Giant Jenga, cup pong, and a "Splash a Student" fundraiser. This event was planned and hosted by our own leadership committee.
Following the tailgate, the Varsity Football Team played against Marysville Getchell for the Wildcats' Homecoming Game! Before kickoff, Football and Cheer celebrated the 18 senior Football players and 3 senior Cheerleaders for their hard work and dedication to their sports. The game kicked off with the annual powder toss, covering the crowd with a layer of purple and gold. During halftime, the band gave an outstanding performance for the crowd, and the Homecoming King and Queen Royalty were announced! The Wildcats showed hard work, great determination, and sportsmanship on the field. Ending with an amazing final score of 41-14! Congratulations to the team on their final home game!

OHHS Hosts Annual Focus on the Future Career Fair
OHHS' annual college and career fair "Focus on the Future" hosted by the Counseling Department was held on Monday, October 6. Tables were set up by schools, as well as military branches, and other career fields for students to ask questions, learn about the application process, and get more resources to learn about potential schools. On top of that, students were able to attend breakout sessions to see presentations about financial aid, scholarships - and seniors had the amazing opportunity to attend a workshop to get help with filling out the FAFSA.

That's The Spirit!
Homecoming wasn't the only way students and staff showed off their spirit recently.
This week the staff at Oak Harbor Elementary have been showing their spirit with activities like Mustache Monday and "Anything But a Cup" Challenge!
Last week North Whidbey Middle School students and staff participated in Spirit week, and Oak Harbor Intermediate School is starting a Panther Pride School Spirit Challenge every Friday.
Student Peer Educators Train in Peer 2 Peer Program
Last week students from Oak Harbor High School, North Whidbey Middle School, and Oak Harbor Intermediate School participated in Peer 2 Peer (P2P) in Anacortes. Peer 2 Peer certifies peer educators who learn how to give effective presentations around healthy choices and habits for success. These peer educators will be presenting what they've learned to their peers throughout the school year.
Thank you to our Student Assistance Professionals Sandie Belli, Monique Olvera, and Natalie Lashley, as well as NWMS Mental Health Counselor Joycelin Vester for making the event possible.

Congratulations to seniors Annalise Wesley and Xavier Ochoa! Both were chosen as the Oak Harbor representatives for the Northwest Conference Leaders in Sportsmanship. Annalise and Xavier are outstanding examples of what it means to be a Wildcat — leaders in athletics, the classroom, and the community.
Annalise competes in cross country, flag football, and golf, while Xavier represents Oak Harbor in football, basketball, and track.Last Friday was Senior Night for OHHS Cheerleaders and the Football Team. Oak Harbor Public Schools (OHPS) is set to receive approximately $38 million through the Department of Defense’s Community Noise Mitigation Grant, administered by the Office of Local Defense Community Cooperation (OLDCC). With this award, OHPS has secured approximately $208 million in grant funding over the past three years to support critical capital projects across the district.
On Monday, September 29, 2025, the Oak Harbor School Board of Directors approved acceptance of the grant funding, which will be used to install noise insulation at Olympic View Elementary, Hillcrest Elementary School, and Oak Harbor Elementary School. Last school year, North Whidbey Middle School received similar funding through the same program. These schools were identified based on noise levels from their proximity to Naval Air Station Whidbey Island (NASWI).
Deadline to Complete Impact Aid Surveys is Monday, Oct. 6
The Federal Impact Aid Program Survey was sent to parents/guardians through ParentSquare on October 1. Please complete this form by Monday, Oct. 6.
Only one parent/guardian needs to complete the information and a survey for each student is required. This information is vital because it determines how much Impact Aid funding Oak Harbor Public Schools receives from the federal government. Instructions and more information about Impact Aid is linked below.

All families are asked to complete the OHPS Electronic Device Parent/Student Agreement form for each student on an annual basis.
You will need to log into your ParentSquare account in order to complete the form and a form must be completed for each student.

North Whidbey Middle School's ASB and Leadership students hosted Lynden Middle School for an AWSL leadership conference this week that focused on leadership skills, communication strategies, and team building activities. Thank you to Travis Ruhter for leading the Survivor-themed assembly with kindness and sincerity and Joycelin Vester for helping bring the joy! It was a very successful day sharing ideas how to promote positive school culture.
Hootenanny Variety Show Shines a Spotlight on OHHS Talent
On Oct. 1, Oak Harbor High School students displayed their best talents and skills in the Hootenanny Variety Show. Students sang, danced, played instruments, and performed magic. A special appearance was also made by magician, Mr. Thayer.
“My favorite part was hearing all of my friends and family cheer for me, and I chose the song, because I just love Billie Eilish,” shared Lauren Fristed ‘27 who performed at the event.
“I wanted the opportunity to perform an original song, so it was really exciting to get to share something I made myself,” added Allie Sheppard ‘26.

Staff and Students Honor Orange Shirt Day
On Tuesday, September 30, students and staff at NWMS and OHHS honored Orange Shirt Day, a day of remembrance for the more than 60,000 Native American children who were forced into boarding schools between 1880–1980.
A big thank-you to the OHHS Multicultural Club for helping spread awareness, and to NWMS’s Ms. Brockett, OHHS’s Mrs. Schulle, and their Leadership/ASB students for weaving orange into Spirit Week activities in recognition of the day.
Athletics Highlights
Congratulations to senior Madeline Mays on being named the WIAA State Athlete of the Week! Madeline scored 9 goals and added 2 assists during a 4-0 week for the Wildcats. Oak Harbor is now 7-2 and back at home on Tuesday, Sept. 30 vs. Bellingham. Read more
On Oct. 1, Cross Country competed in the NWC. Our Wildcats were up against Sedro-Woolley and Squalicum. The Boys ran first, leading the way in the pouring rain, followed by the girls.
On Tuesday, September 30, OHHS Varsity Girls Volleyball team went toe-to-toe vs. the Bellingham Bayhawks. The stands showed up in throwback gear and jerseys, while the Wildcats showed out on the court - taking a 3-1 win!
The Oak Harbor community is invited to join us for the Oak Harbor High School Homecoming Tailgate tonight, October 3 at 4:00 PM at Wildcat Memorial Stadium. The tailgate will take place in the bus loop behind the stadium.

At the same time, these grants do not fix the larger issue, our schools are aging and in need of major repairs and replacement. These challenges can only be addressed through long-term investment from the community. We are currently evaluating the best options to meet these needs and plan to share opportunities for community input in the near future.”
This grant builds on the district’s commitment to pursuing external funding for essential facility improvements. In addition to the noise mitigation awards, OHPS leadership has also secured more than $164 million in state and federal funding to rebuild Crescent Harbor Elementary School and the Hand-in-Hand Early Learning Center/HomeConnection (formerly Clover Valley Elementary). On Wednesday, October 1, Oak Harbor Public Schools will send out a Federal Impact Aid Program Survey Form in ParentSquare. It’s quick, confidential, and absolutely essential that every family completes this form as soon as it is received.

As electronic devices play a crucial role in student learning, we require all families to complete the OHPS Electronic Device Parent/Student Agreement form for each student on an annual basis.
While we understand that our Elementary and Intermediate students may not regularly take devices home, we ask that all families submit this form. This is to ensure that if a student needs to check out a device due to illness or homework activities, the necessary arrangements can be made smoothly.
Please note, you will need to log into your ParentSquare account in order to complete the form and a form must be completed for each student.
Steps to Complete the Form
Select "Complete and Sign Form" at the Bottom of this Email
Make sure you are logged into your ParentSquare account. To register your account, please go to www.parentsquare.com/signin and enter your Email or Phone Number associated with your Skyward account.
Once logged in, you can find the form, scroll to the bottom and select "Review and Sign"
Select "Sign Document" and type your name exactly as it appears in ParentSquare
Our online referral window for the Highly Capable (HiCAP) program is open to all students in grades K-11 from October 1 to October 31. Anyone can refer a student for evaluation - a parent, guardian, teacher, or even the student themselves. The digital referral form can be found on our district website beginning October 1 or by contacting the Teaching & Learning Department.
Weather on our island can be unpredictable in the fall and winter. When weather, road, or school conditions result in a schedule change, we inform families through phone call, text message, email, social media, and our district website.
Please review your Skyward information and make sure a cell phone number is listed in the second phone number line. Be sure to report any mistakes to your child's school.

Our district partners with the City of Oak Harbor's Safe Routes to School program to support families with appropriate walking paths, bike routes, bus routes, and traffic control.

NWMS Students vs. Staff Volleyball
North Whidbey Middle School Leadership students planned a successful students vs. staff volleyball game this week. For the first time in four years staff were victorious! Students lost 10-6 and 11-4 then won 9-8 in a competitive third game.
Thank you Mr. Snavely for helping students set up the volleyball nets, Mr. Peters for providing ESPN like coverage, and students Emmitt Weston, Noah Hernandez, Kalani Desoto, and Liam Jell for putting on an amazing game. Up next will be a student vs. staff basketball game on October 10.

Calling all basketball players in grades 1–8! Oak Harbor will host a fun and fast-paced coed 3v3 league focused on fundamentals, skill-building, and character development. Practices begin October 15 on Wednesday evenings, with games on Saturdays from October 18–November 15 at the OHHS Gym and Field House. Cost is $55 per athlete, and registration closes October 8.
