Oak Harbor Public Schools is requesting qualifications for testing and inspection services, including hazardous materials, for various school construction projects. Qualification information should be submitted on or before 3:00 p.m. March 24, 2026.
All qualified individuals and firms, including minority and women-owned firms, are encouraged to apply. Those interested in providing services as described above must submit one electronic qualifications document via email. The document, excluding introduction letter and cover/divider pages, shall be limited to fifteen (15) single-sided sheets, 8 1/2 x 11 inch in size. Submit document to:

Each submittal must include: *
• Letter of introduction (maximum 2 single-side pages)
• Scope of services provided
• Firm background and qualifications
• Listing of K-12 projects performed
• Public school references with names and phone numbers of contacts, minimum of 3
• Resumes of key individuals providing service
• Availability to immediately commence work
*If your firm already submitted a statement of qualifications for the OHPS consultant roster in September 2023, you may submit an abbreviated SOQ with only the following items:
• Cover letter requesting that your SOQ for the consultant roster be used for this submittal.
• Updated staffing plan. Provide resumes for any staff not included in the original roster submittal.
• Confirmation of availability to perform work.
• Updates to any other information submitted for the 2023 roster.
Oak Harbor Public Schools will review all applicants and select the most qualified firm(s) with which to negotiate a mutually agreeable fee for the anticipated scope of work based on specific project requirements. The district reserves the right to reject any qualifications not in compliance with all prescribed public procedures and requirements and to waive informalities in this qualification’s response process.
