  • Where does OHPS funding come from?

    Public school funding comes from multiple sources - local, state, and federal. In the state of Washington, school districts receive revenue based on enrollment and other factors.

    OHPS also receives Federal Impact Aid, which is a federal program that provides financial resources for schools impacted by federally-owned, tax-exempt properties in the military and other communities. These funds become part of our District’s operating budget and support student programs and special education services. Federal impact aid revenue can be used to cover costs not typically covered under state funding.

    Definitions:

    • Special purpose funding revenue is allocated for special education program, Learning Assistance Program (LAP), Transitional Bilingual Instructional Programs (TBIP), Title programs, food services and transportation
    • Other school districts and entities include revenue from Coupeville School District for serving their special education students and Skagit Valley College for serving their Head Start Program
    • Local nontax is the revenue raised from summer school, the sale of goods and services, investment earnings, etc.

    How is money spent in Oak Harbor Public Schools? 

    A majority of OHPS expenditures go towards salaries and benefits for staff.

    Definitions

    • Teaching includes direct expenditures for classroom teachers, teacher’s aids, and others assigned to instruct pupils regularly in a teacher-pupil learning situation. This also includes expenditures related to student services such as coaching or student activities. 
    • Teaching support includes libraries, guidance and counseling, health-related services, safety, instructional professional development, instructional technology, curriculum, ect.
