  • Highly Capable Services Summer 2022 Referral Process

    Welcome to Oak Harbor Public Schools!

    The purpose of this form is to refer your child for Highly Capable (Gifted) Services for the 22-23 school year. The online referral form must be completed for your child to be referred. 

    Please complete the referral form for students new to the Oak Harbor Public Schools district or newly enrolled during the 21-22 school year and who missed the Highly Capable referral window.

    The online referral window will open on Friday, June 16, 2022, and close on Tuesday, August 16, 2022, at 5:00 pm.

    All referred incoming 3rd-12th grade students referred for Highly Capable Services over the summer will be scheduled to take the Cognitive Abilities Test (cogAT) as part of the referral process. Referred students will be assigned a testing date on August 22- August 24th, from 8:30-11:30 am or from 12:30 pm to 3:30 pm. The test will be proctored at the district office located at 350 S. Oak Harbor Street.

    Once the summer referral window closes on Friday, August 13th, a Teaching and Learning staff member will email and call you with your child's scheduled testing date.

    In determining eligibility, and placement, for Highly Capable Services in OHPS; we follow Washington State guidelines which articulate the importance of considering multiple measures of data, such as the Cognitive Abilities Test (cogAT), i-Ready reading and math scores, teacher/parent rating scales,  Smarter Balanced Assessments (SBA), report cards, and DIBELS data.  

    After testing has been completed, an eligibility committee will meet to review all of the referral information. Eligibility decisions will be made by September 2nd. Eligibility letters will be mailed to the family's home address, and you will receive an email about any referred student's eligibility.
